JOB SUMMARY
The purpose of this classification is to operate/drive equipment and perform manual work associated with projects within an assigned City department/division.
ESSENTIAL JOB FUNCTIONS
- Provides direction to employees in absence of supervisor; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations.
- Coordinates work activities of inmate workers, community service workers, or other workers; transports inmates between jail and work sites and completes inmate sign-in/sign-out records; makes work assignments; provides training and direction to workers; monitors status of work and troubleshoots problem situations.
- Drives/operates a variety of trucks/equipment with specialized functions involving driving/maneuvering in and around confined spaces, operation of moderately complex mechanisms, routine operation to drive from point to point, or use of basic to complex maneuvering mechanisms to perform work tasks.
- Operates a variety of vehicles, equipment, and tools associated with department work activities, such as a garbage truck, trash truck, dump truck, flatbed truck, flusher truck, backhoe, front-end loader, roller, motor grader, street sweeper, asphalt loop, tractor, bush hog, jackhammer, chain saw, pitchfork, rake, pick axe, post hole digger, shovel, hand tools, or two-way radio.
- Hauls, transports, picks up, loads, and/or unloads various materials associated with department activities.
- Performs various tasks involving street maintenance or right-of-way maintenance projects; lays bricks; builds concrete forms for sidewalks, curbing, and catch basins; pours and finishes concrete; prepares road surfaces for asphalt application; lays, rolls, and smoothes asphalt; repairs potholes in road surfaces; constructs asphalt driveways and driveway tie-ins; sweeps street surfaces; installs guardrails; installs stormwater drain pipes; digs and clears stormwater ditches.
- Performs various tasks involving roadside maintenance, grounds maintenance, or landscaping projects: mows grass and right-of-way areas; cuts down trees; prunes tree limbs, hedges, and shrubs; removes tree limbs, brush, debris, and other materials from right-of-way areas; spreads seed, pine straw, mulch, and other grounds materials; moves dirt and grades land; applies fertilizer and herbicide; rakes ground materials; picks up and disposes of debris/litter from roadsides and ground areas; digs holes/trenches and shovels materials.
- Performs various tasks involving maintenance of parks, athletic fields, and recreational facilities; cleans and maintains athletic fields; drags ball fields; applies lines and markings to athletic fields; cleans and mops gymnasium floors; cleans swimming pools and prepares swimming pool for seasonal opening; assists with setup/breakdown for special events and activities; cleans abandoned property.
- Performs various tasks associated with sanitation/solid waste projects/activities; drives/operates a variety of trucks/equipment to collect garbage, trash, yard debris, household goods, and other solid waste from residential/commercial sites and transport to landfill or other designated locations; picks up and delivers rear-loading or front-loading trash containers to commercial customers or other locations within the City; assists in removing containers from truck upon delivery; records data pertaining to each container issued or picked up, including customer name/address, date/time delivered or picked up, container identification number, and front/rear type of loading; picks up debris outside of trash containers, such as piles of trash, branches, yard debris, building materials, furniture, appliances, or other large items; compacts garbage on trailer; rakes, sweeps, shovels, and cleans ground around trash disposal areas and picks up remaining materials; lifts/moves heavy materials; ensures secure placement of materials on trucks to prevent shifting/falling.
- Performs various tasks involving building maintenance projects: cleans buildings, sheds, restrooms, or other facilities; paints interior/exterior surfaces and equipment; performs light masonry work; replaces batteries, light bulbs, and ballasts; repairs/replaces building fixtures or door locks; assembles furniture or equipment; pressure-washes building surfaces; lifts/moves equipment and heavy materials.
- Performs general/preventive maintenance tasks necessary to keep vehicles, equipment, and tools in operable condition, which may include inspecting equipment, refueling vehicles, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.
- Gathers equipment, tools, supplies, and materials needed to conduct work activities; initiates requests for new or replacement materials as required.
- Follows established safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals; flags traffic and sets up safety cones, barricades, barrels, and road/warning signs at work sites; performs driving functions safely and efficiently in various weather conditions; monitors traffic conditions surrounding trucks/equipment to identify obstructions, pedestrians, or unsafe traffic conditions; assists other equipment operators in maneuvering equipment within work sites; reports any incidents, accidents, problems, or unusual situations.
- Prepares or completes various forms, reports, correspondence, vehicle maintenance records, or other documents.
- Receives various forms, reports, correspondence, vehicle maintenance records, maps, policies, procedures, regulations, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
- Communicates with supervisor, employees, inmate workers, community service workers, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
- Provides assistance to other employees or departments as needed; assists with building maintenance projects and drives garbage trucks for sanitation division when needed; assists parks division with setup/breakdown for special events and activities.
- Performs other related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience:
Requires a High School Diploma or equivalent; and four (4) years of related experience that includes equipment operation and work in area of assignment, or equivalent combination of education and experience.
Special Qualifications:
Must possess and maintain a valid Georgia Commercial Driver’s License (CDL) including appropriate endorsement(s).

- Ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations.
- Ability to operate and control the actions of equipment and machinery, requiring the monitoring, adjustment, regulation, and/or setting of multiple conditions.
- Ability to utilize a variety of reference data and information.
- Ability to perform addition, subtraction, multiplication, and division; may include ability to count, record counts, and perform basic measuring.
- Ability to carry out instructions furnished in written, oral, or diagrammatic form, including semi-routine standardized work with some latitude for independent judgment concerning choices of action.
- Ability to exercise judgment, decisiveness, and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
PHYSICAL DEMANDS
The work is medium which requires exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
- Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
- Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
WORK ENVIRONMENT
Work may be performed with exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, machinery, vibrations, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, or animal attacks/bites.
