The ideal candidate for the Plans Examiner position is detail-oriented with a strong background in plan checking or building inspection, and extensive knowledge of building codes, ordinances, and regulations.

MINIMUM QUALIFICATIONS TO APPLY

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying.  A typical way to obtain the knowledge, skills and abilities would be:
 
Experience:
Four years of increasingly responsible plan checking or building inspection experience.
 
Training:
Equivalent to a high school diploma supplemented by specialized coursework in engineering or construction technology.
 
License or Certificate:
  • Possession of or must obtain a Plans Examiner Certificate from the International Code Council (ICC) or other approved certifying agency within 12 months from hire.
  • Possession of, or must obtain, an appropriate, valid CA driver's license.

ESSENTIAL DUTIES

  • Review plans, specifications and calculations of new construction, additions and alterations to residential buildings and/or projects to determine compliance with the provisions of the current building codes, ordinances and regulations.
  • Review plans, specifications and calculations for minor commercial projects or commercial tenant improvements, including, but not limited to fences, siding, roofing, and non-structural remodels, to determine compliance with the provisions of the current building codes, ordinances and regulations.
  • Examine plans and specifications for compliance with the building, electrical, mechanical, plumbing, and other applicable codes, including Green Building Standard Code and Energy Code
  • Provide plan review comments and/or corrections for residential or commercial plan review projects.  Route plans for review with appropriate Departments/Divisions as necessary and track and monitor status to ensure timely permit issuance. Communicate with applicants and developers to obtain accurate information or clarifications as needed for plan review processing. Compute area of buildings; determine valuation and permit fees. Prepare monthly plan review reports for the Building Official and Deputy Building Official. 
  • Provide counter support to the public; issue building permits and accept applications for permits; confer with architects, contractors, builders, and the general public in the office or in the field as needed; explain and interpret requirements and restrictions.
OTHER JOB RELATED DUTIES
  • Perform related duties and responsibilities as assigned.
Essential duties require the following physical skills and work environment:
Ability to work in a standard office environment with some ability to sit, stand, walk, kneel, stoop, crawl, twist, and climb; exposure to outdoors; ability to travel to different sites and locations.
