The Position


 
The East Bay Regional Park District is a system of beautiful parklands in Alameda and Contra Costa counties to the east of San Francisco. The system comprises 73 parks spanning across 126,809 acres; 1,250 miles of trails; 55 miles of shoreline. We manage and preserve natural and cultural resources for all to enjoy and protect. EBRPD preserves a rich heritage of natural and cultural resources and provides open space, parks, trails, safe and healthful recreation and environmental education.  An environmental ethic guides the District in all of its activities.

The East Bay Regional Park District began acquiring land for Black Diamond Mines Regional Preserve in the early 1970s. Today, most of the mining district is within the Preserve's nearly 8,533 acres. The area is an ideal location for hiking, picnicking and nature study and Park District staff conduct a variety of programs relating the Preserve's natural and historic resources. The unique visitor experience at Black Diamond Mines would not be possible without the diligent work and expertise of the Mining Technicians, who perform a variety of skilled tasks, both in the mine and on the surface, using a wide variety of equipment and creativity for this one-of-a-kind position. Vacancy Situation: The Park District currently has one (1) vacancy for a Mining Technician located at Black Diamond Mines Regional Preserve in Antioch, CA. The hiring pools established as a result of this recruitment will be used to fill the current vacancies and any additional vacancies that may occur during the one year life of the hiring pools.

What You'll Be Doing: Under general supervision, the Mining Technicians will perform a variety of Park District mining related construction, operations and maintenance functions, primarily at Black Diamond Mines Regional Preserve, and will perform related duties as assigned.

Essential Functions

Performs the construction and maintenance involved in the mine operation, such as:
  • Constructs mine hazard abatement and resource development projects, including carpentry, concrete, minor electrical, plumbing, track, and ventilation work;
  • Operates and maintain mining tools and equipment;
  • Monitors and inspects the work of contractors;
  • Inspects and repairs mine closures and maintains underground workings, including general cleanup, ground control work, air testing and dust control;
  • Operates and maintains ventilation, communication, electrical, plumbing, compressed air and transportation systems;
  • Performs tasks related to underground public use, such as regular mine inspections.
  • Maintains a working knowledge of applicable safety regulations, procedures and policies, and of emergency plans and equipment relating to underground operations;
  • Acts as Museum and Visitor Center mine shifter to verify safe conditions in the mine at the time.
  • Assists in the preparation and presentation of special events, and oversees the approved use of underground resources;
  • Performs tasks related to the mining interpretive program, such as, assists in the development of interpretive displays and programs;
  • Provides special use collegiate geology tours and VIP tours;
  • May assist in emergency responses;
  • Performs administrative work, such as keeping logs and records, ordering supplies, etc., and;
  • Performs related duties as assigned.

Minimum Qualifications

Education: Equivalent to completion of the twelfth grade, AND

Experience: Three years of experience in construction or industrial maintenance, preferably in the areas of abandoned mine hazard abatement or underground public use facilities.  

Substitutions: College level education in an appropriate field may be substituted for up to two years of the required experience. 90 quarter or 60 semester units is equivalent to one year of experience.

License or Certificate: Possession of a valid Class C California Driver's License is a condition of initial and continued employment.

Additional Information

Knowledge of:
  • Modern and 19th century ground control techniques;
  • Underground construction and maintenance of related systems (electrical wiring, ventilation techniques, communications systems, and air and gas testing instruments);
  • The safety concerns relevant to underground operations;
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to: 
  • Lift and/or move up to 60 lbs.;
  • Direct and coordinate crews in scheduling, organizing and completing projects, including outside contractors;
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications;
  • Communicate clearly and concisely, both orally and in writing;
  • Establish and maintain positive and cooperative working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

Conditions of Employment: 
  • Must pass a Level 1 Background Check which includes a Employment history verification; Employment reference check, education or certificate verification and DOJ fingerprinting and criminal history review;
  • Ability to use a respirator in the performance of their work.  In accordance with CAL OSHA respirator regulations, Title 8, 5144 (c) (g) (l) (A) (l.), incumbent shall not wear facial hair (e.g. beards, long sideburns, etc.) that impedes the effectiveness of the respirator; (B) Medical evaluations of employees required to use respirators.
    Respirators are mandatory for our construction and scaling tasks working in this silica mine. The hiring physicals for the Mining Technician position to include spirometry testing provide proof of ability to wear a respirator. CCR Title 8 5144 (c) (1.) (A) (B) (G) (I)
  • Must wear a Park District Uniform;
  • May be required to work unusual hours, weekends and holidays, and outdoors in a variety of weather conditions and in underground conditions;
  • Must be obtained within six (6) months from the time of hire:  Current and valid U.S. Department of Labor, Mine Safety and Health Administration New Miner training (40 hours), CPR and First Aid certification. Initial certification training and annual refresher training will be provided by the District. 

Union Affiliation: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in an Agreement between the Park District and Local 2428.
